Duties of the Officers

The title of Ship’s VFW officers are like those found on a Naval vessel and the duties of each are summarized below (title of a VFW Post officer is listed in parenthesis where it differs from the title of a Ship); not all duties and responsibilities are herein listed but the complete list can be found in the VFW Congressional Charter By-laws and Manual of Procedure that is kept in the office:

Captain (Post Commander) – Responsible official for all Ship (Post) business and VFW activities, including financial. Preside at meetings; enforce laws and usages; decide all questions of law and usage at the Ship (Post), subject to appeal pursuant to the By-laws; Appoint officers, committee members, and chairs; approve disbursement of funds; ensure Paymaster (Quartermaster) and others per Ship 1774 By-Laws are properly bonded; ensure reports, taxes, etc., are correctly prepared and submitted; and perform other duties as assigned and/or required.

Executive Officer (Sr. Vice Commander) – As the second most senior official in the Ship, assist the Captain in his duties and in preserving order; preside over meetings in the absence of the Captain; prepare and submit VFW Program reports to Department; track VFW Programs to ensure the Ship is doing what it is supposed to do per VFW mandates; provide advice to the Captain in the areas where deficiencies are found; and perform other duties as assigned and/or requested.

Navigator (Jr. Vice Commander) – Assist the Captain in preserving order, preside at meetings in the absence of the Captain and Executive Officer, take charge and accomplish the many facets of the membership program so as to improve our membership numbers and meet the goals established by Department, provide advice and assistance, and perform other duties as assigned and/or required.

Paymaster (Quartermaster) – Collect, disburse, and account for monies in the various prescribed categories; prepare financial reports; process dues payments; make available books and records for inspection by Trustees, members, and VFW Inspectors; answer inquires and research issues; file appropriate forms as required by Federal, State and Local Statutes; and perform other duties as assigned and/or requested.

Adjutant (appointed position) – Official corresponding officer, prepare reports and maintain records and files, maintain membership records and related files, and perform other duties as assigned and/or requested.

Chaplain – report on sick and distress members and family members of members, perform duties incident to the office or as may from time to time be required by the laws and usages of the organization and lawful orders from proper authority, and perform other duties as assigned and/or requested.

Judge Advocate (appointed position) – Research issues of law as pertains to the Ship (within capabilities), perform duties incident to the office or as may from time to time be required by the laws and usages of the organization and lawful orders from proper authority, and perform other duties as assigned and/or requested.

Surgeon (appointed position) – Report on health issues (within capabilities), perform duties incident to the office or as may from time to time be required by the laws and usages of the organization and lawful orders from proper authority, perform other duties as assigned and/or requested.

Officer of the Day (appointed position) - Assist in matters during the conduct of meetings such an controlling entry to meetings, draping the charter during meetings, perform duties incident to the office or as may from time to time be required by the laws and usages of the organization and lawful orders from proper authority, and perform other duties as assigned and/or requested.

Trustees – Review monthly report of receipts and expenditures; properly audit the books and records of the Paymaster, Adjutant, and any activity, clubroom, etc. performed within the Ship so as to properly account for funds and property of the Ship; and perform other duties as assigned and/or requested.

Service Officer (appointed position) – Assist and refer members, their widows and orphans and other worthy cases brought to their attention in obtaining rightful entitlements from Federal and State governments, and perform other duties as assigned and/or requested.

All officer positions, whether elected or appointed, can be replaced if the incumbent absented him/herself from two consecutive meetings or who has failed to fulfill the duties of office as specified.

HOUSE (3) - Study issues and make recommendations concerning the matters of the building and facilities, and perform other duties as assigned and/or requested.

MEMBERSHIP -
- Assist with membership drives, coordinate activities, monitor membership levels, contact members, and lead efforts to increase membership and participation in the VFW Legacy Programs

BUDDY POPPY -
- Schedule locations for poppy drives, schedule and assign personnel, and lead the efforts.

YOUTH DEVELOPMENT -
- Patriot’s Pen and Voice of Democracy Programs - Prepare letters, solicit inputs, monitor the activities, provide awards - JROTC – Monitor and recommend awards and activities. - National Home for Children – Obtain and recommend memberships, solicit interest for wider participation

CITIZENSHIP/COMMUNITY SERVICE -
- Boy Scouts – Monitor Scouting activities, recommend awards - Teacher, Law Enforcement, Fire Fighter Awards – Prepare letters, solicit inputs, monitor the activities, provide awards - Parades and other community events – Secure opportunities to increase the involvement and exposure of Ship #1774 with the La Mesa community
